7157296: FDS: ENABLE_FULL_DEBUG_SYMBOLS flag should only affect OPT builds

Build option FULL_DEBUG_SYMBOLS=0 only affects OPT builds. Finish enabling ENABLE_FULL_DEBUG_SYMBOLS flag on Windows.
