Support for segmentation of the code cache. Separate code heaps are created and used to store code of different types.

Fixes broken memory freeing of compile queue tasks and makes sure that blocking compiles do not hang the VM if compilation gets disabled due to a full code cache.

CICompilerCount is updated in AdvancedThresholdPolicy::initialize, SimpleThresholdPolicy::initialize and NonTieredCompPolicy::initialize. A warning is printed if the usersets both, CICompilerCount and CICompilerCountPerCPU.

Recompile the enclosing methods without inlining of the method that has OSRed to level 4 or recompile the enclosing method at level 4.
