Thomas Schatzl 45cc7f61db 8005857: assert in GC_locker from PSOldGen::expand with -XX:+PrintGCDetails and Verbose

Use GC_locker::is_active_and_needs_gc() instead of GC_locker::is_active() for providing information about the reason of heap expansion.

README:
  This file should be located at the top of the hotspot Mercurial repository.

  See http://openjdk.java.net/ for more information about the OpenJDK.

  See ../README-builds.html for complete details on build machine requirements.

Simple Build Instructions:

    cd make && gnumake
     
  The files that will be imported into the jdk build will be in the "build"
  directory.
