Mikael Gerdin 89120e7827 7014552: gc/lock/jni/jnilockXXX works too slow on 1-processor machine

Keep a counter of how many times we were stalled by the GC locker, add a diagnostic flag which sets the limit.

  This file should be located at the top of the hotspot Mercurial repository.

Simple Build Instructions:

    cd make && gnumake
     
  The files that will be imported into the jdk build will be in the "build"
  directory.
